We do not have details for interior paint matching unfortunately as they are not painted with the same coating. The Rubicon JL is painted PE4 Firecracker Red on the exterior

Could this be applied to rugged ridge steel tube fenders? If so, would they need to be have a layer of primer or could it be applied straight to the black steel?
Sure you can use this on those fenders but you will need to prep them first by stripping the powdercoat or locating a primer that will bond to finished surfaces. Using this on the fenders out of the box would only last a short period before the paint started to flake off. It needs the proper surface to bond to.

Will this paint stick to a plastic surface? I want to redo the KC Gravity Pro 6 covers..
It will stick but will not bond, so it could crack and flake off if some sort of primer coat is not used

These would be brand new Smittybilt Gen II.
1 five ounce can will cover around 8 square feet.

Besides the mopar clear coat what other clear coat could I use? I.e. lacquer clear or urethane clear?
Between those options the best choice would be lacquer since that is what Jeep uses. That will give your best chance to match the sheen as well as the color.

I'm painting a small part of the inner fender before installation - how long does it take to dry to the touch or to be handled?
Dry to the touch should be 2 hours. fully cured in 24 hours.
